The Committee continued to question the Company on their proposals and to request further data. The Union Bargaining Committee will be meeting with the Company Committee on Wednesday afternoon.

February 21, 2017

Your CWA Bargaining Committee met with the Company on Monday, February 20, 2017, to present bargaining demands. The Union Committee presented the following demands:

A significant wage increase
The return of contracted work back to the Bargaining Unit
Improvements to the National Transfer Plan
Improvement of the Savings and Security Plan
To extend Medicare Part B Reimbursement
Improvements to the Pension Plans
Improvements to the Retiree’s Pension and other Retirement Benefits
To Extend the two Union Benefit Representative Positions

February 20, 2017

Your CWA Bargaining Committee met with the Company on February 17, 2017, and then continued meeting over the weekend. The Union questioned the Company on their package proposal of February 16, 2017, to fully understand what the Company had presented. In addition, the CWA Committee had long discussions with the Company regarding:

The contracting out of work that could be performed by bargaining unit employees.

New Technologies utilized for the deployment of satellite communication

Premises Technicians receiving a pay upgrade

The Employment Security Commitment

At this juncture in negotiations, the CWA Committee needs to clarify a matter regarding the Bargaining Reports we are sending out. Early on, we sent out Bargaining Reports that listed everything that either your Bargaining Committee presented, or the Company’s Retrogressive first package proposal to the Union contained. Since those first Bargaining Reports, the Union Committee has not, and will not, continue to send out each and every item that either the CWA Committee or the Company Committee presents at the negotiating table. The reasons for this are two-fold:

Your CWA Bargaining Committee has no intent to negotiate with the Company in the public domain. Successful negotiations cannot occur with hundreds of people involved on an ongoing basis.

Negotiations constantly change, both with the dialogue spoken at the bargaining table and with proposals and counter proposals. It is impossible to ensure the complete ongoing snapshot of these types of reports, without mass confusion ensuing for those reading the summaries of ongoing negotiations.

We have written paragraphs 1 and 2 above in response to many of the Social Media postings that members of the CWA Bargaining Committee have observed. It is obvious that employees are reading the Bargaining Reports. That is a very good thing. However, to read a report and not see a bargaining item that we did not include in the summary and to reach a wrong conclusion is counterproductive and a waste of emotion. Because an item is not listed, does not mean both Committees are not negotiating on a later date on the matter, or that it has not been included with another demand. Do not read and jump to conclusions or form opinions of what is actually taking place at the Negotiating Table. Events are changing during negotiations every day, sometimes multiple times in a day. The finished product of a tentative contract will look much different than the ongoing dialogue of everyday negotiations. The Committee does appreciate the energy and commitment to mobilize that is taking place at your worksites. Keep it up.

Your Committee worked late into both Saturday and Sunday night in preparation of a Union Proposal package to present to the Company. The Committee would like to recognize Local 6222 for forwarding dozens of cards, with hundreds of signatures of Members, to us. The cards thanked the CWA Bargaining Committee for their hard work and more importantly the hand written messages stated that Local 6222 was standing tall with Members from every CWA Local in District 6 in support of a good contract. February 17, 2017

The CWA Bargaining Committee met with the Company on February 16, 2017. The Company presented a complete package proposal to the Union. The Union Committee worked late into the evening analyzing the Company’s package of proposals. There was a little movement in reaching an agreement but the Company’s proposal is nowhere close to addressing many of the Union’s demands. There are still dozens of retroactive proposals that the Company has presented to your Union Bargaining Committee. Listed below are some of the Company’s proposals but the following lists are in no way inclusive.

Positive Proposals Presented by the Company:

Add Wage Progression Schedules for the titles of Office Coordinator, Administrative Assistant and Warehouse Assistant
Renew the Success Sharing Plan
Replace two Floating Holidays with three Floating Holidays
Renew the MOA – Four Day Workweek
Renew the MOA – Recommendations of the Revenue Management Representative Working Group
Renew the MOA – Service Leader
Renew the Motor Vehicle Usage Program
Renew the MOA – Uniformed Services Leave of Absence
Renew the MOA – On Employees Entering Active Military Duty

Retrogressive Proposals Presented by the Company:

Employee Contributions for the Medical, Dental, Vision, Disability, Care Plus, and Life Insurance shall be at the following percentages:

An inadequate wage increase to base wages for the years, 2017, 2018, 2019 and 2020
A day in waiting for all Employees before a paid illness day
Employees hired after April 8, 2017 shall not be any paid illness days
Double time paid after working 16 hours in a day
Delete Article V – Cost of Living Allowance
Amend the MOA on the Employment Security Commitment (JOG)
The Company shall have sole discretion to assign Appendix J employees to participate in the AT&T Home Dispatch Program
Premise Technicians – Eliminate the seventeen hour limit for overtime
Premise Technicians – Delete the thirty-two hours of work guarantee
Premise Technicians – Delete Carry-over Vacation
Delete the Day after Thanksgiving for all employees

As stated in the report earlier, the lists are not all inclusive but they characterize how far apart the two sides are. Your CWA Committee appreciates the Mobilization that the Locals and the Members are performing. Keep up the pressure on the Company.

February 17, 2017

Your CWA Bargaining Committee on February 15, 2017, spent the day studying data the Company had provided in previous negotiation sessions. The Company had presented a bargaining demand regarding a new Home Dispatch Program for Premise Technicians. The Union Bargaining Committee also studied the Summary Plan Descriptions for both the AT&T Savings Plan and the Pensions and Savings Benefit Plans.

The CWA Bargaining Committee and the Company Committee remained in contact during the day to answer questions on the presented proposals from each Committee. The Company notified the Union that they would be prepared to meet late in the afternoon of February 16, 2017. The Company will be presenting another proposal at that time.

February 15, 2017

The CWA Bargaining Committee met with the Company on February 14, 2017, and presented a comprehensive Modified Union Demand Package. The Union Committee’s Demand Package was in response to the completely unacceptable Company Demand Package. CWA Bargaining Chairman, Mike Neumann, stated in the meeting that both the Union and Company entered into early bargaining with the understanding that both Committees would do their best to negotiate a contract by the end of February. Both Committee Chairs agreed that this was the goal and both agreed to get serious with negotiations.

The Company presented the CWA Bargaining Committee responses to previous data requests that the Union had previously presented. Listed below are the Union’s demands that were presented on February 14, 2017.

February 14, 2017

The CWA Bargaining Committee worked throughout the day, on February 13, 2017, and then late into the evening to prepare a response to the Company’s first bargaining package. As you have read in Bargaining Reports #8 and #9 the Company’s first proposal has no chance of being accepted by your Bargaining Committee. The CWA Committee worked until 11:30 p.m. last night preparing a comprehensive set of proposals to present to the Company on February 14, 2017. We also plan to remind the Company that both the Union and the Company agreed to go into early bargaining to achieve a good contract before the expiration of the 2013 Labor Agreement.

The CWA Bargaining wants to thank all of our Locals and Members for ramping up Mobilization activities yesterday, and we have been receiving reports this morning that you are letting your Managers know what you think of the Company’s first proposal. Great Work, continue to tell your Managers that we are all in this together. We won’t give up and are determined to last one day longer than the Company to achieve a fair and just contract.

February 13, 2017

As discussed in Bargaining Report #8, this is a follow-up bargaining report regarding only Appendix J Employees. Many of the Company’s Bargaining demands in Bargaining Report #8 affect Appendix J Employees. The Company Bargaining demands listed in this report are specific to Appendix J Employees.

The Company shall have sole discretion to assign Appendix J employees to participate in the AT&T Home Dispatch Program.
The Company at its discretion, may offer jobs in Appendix J titles to employees not in Appendix J through the 2017 Labor Agreements

CWA Bargaining Reports #8 and #9 summarize the Company’s initial proposal to the CWA Bargaining Committee. It is obvious after analyzing the Company’s proposal that they intend to delete as many work rules as they can from the Labor Agreement. In addition they seem determined to pass on substantial costs regarding Benefits to Employees. Your CWA Committee is determined that this will not happen. But it takes all of us sticking together to send a strong message to the Company. Talk to your fellow Union Members, educate them as to what the Company is attempting to do. Tell your Managers that you stand shoulder to shoulder with your Union Committee, and that we will not rest until we have negotiated a fair Labor Agreement.

February 13, 2017

The CWA Bargaining Committee met with the Company on February 9, 2017. The Company presented a complete package proposal to the Union. The Union Bargaining Committee spent Friday, February 10, 2017 and the entire weekend meeting with the Company, as well as analyzing the package to fully understand the totality of the Company proposal. To characterize the Company’s proposal as retrogressive would be sugar coating the description. Listed below are the “lowlights” of the Company’s package proposal.

A 1.5% wage increase to base wages in each year of 2017, 2018, 2019 and 2020.
Deletion of Article V – Cost of Living Allowance
The elimination of the Night Differential
The elimination of Article IV, Section 6, paragraph b. pay treatment for Cable Splicing Technicians
The Union will no longer be notified of major incentive plans that will be implemented
Employees may be excluded from any Incentive Plans for any reason
The elimination of Overtime at Two Times the Basic Hourly Rate
The elimination of Severance Payments for any reason
All employees will have only five paid illness days
A day of waiting for all employees before being eligible for a paid illness day
All employees hired after April 8, 2017 shall not be eligible for any paid illness days
Leverage Service Representative change – 50% wage rate in base pay, 50% in the target incentive
Leverage Service Representative – target incentive shall be capped at 250%
The elimination of the Leverage Service Representative Sales Committee
Refusal of a lateral transfer from a Service Representative to a Leveraged Service Representative position in a surplus condition shall now be considered a job declination
The elimination of displacement rights for a Service Representative
The elimination of pay protection for Customer Services Technicians who were forced into the Premise Technician title because of a surplus condition
The Day after Thanksgiving shall be removed as a Holiday and replaced with a Floating Holiday
Only one week of vacation may be carried over into the following year
Transitional Leave of Absence language in the surplus process – from no earlier than 28 days to no earlier than day 14
Temporary Employees – change maximum length of employment from 18 months to 36 months
Reduce the time an employee may file a grievance from 45 days to 30 days
Reduce the number of employees that might be paid for attending a grievance meeting from three to two
Effective January 1, 2018, Current Employees who participate in the Southwest Program of the AT&T Pension Benefit Plan will not be eligible for future pension band increases
Effective January 1, 2018, the lump sum optional form of payment of the AT&T Pension Benefit plan will only be available for the benefit accrued prior to January 1, 2018
Effective January 1, 2018, for those employees eligible for the Bargained Cash Balance Program #2 of the AT&T Pension Benefit Plan, (BCB2), will only be available for benefit accruals prior to January 1, 2018
Effective January 1, 2018, all 2017 New Hires shall not be eligible to participate in any AT&T sponsored pension plan or policy

February 10, 2017

The CWA Bargaining Committee met with the Company on February 9, 2017, for a long negotiating session during the afternoon. The CWA bargaining chair, Mike Neumann, provided answers to the Company on previous questions they had regarding the Union’s proposals.

The Union Bargaining Committee presented the Company with two data requests regarding the Materials Distribution Center in Lancaster Texas and the Regional Distribution Center locations.
